Below is a list of our current core team. We also maintain relationships with many other clinical, legal, actuarial, and programming experts that we leverage on a project by project basis to deliver maximum value to our clients. 


  • Ian is the Principal and Founder of Santa Barbara Actuaries. His primary job responsibilities include strategic management, academic and professional research and publication, outcomes evaluation, and senior review of client deliverables. 
  • Ian has extensive experience in care management program operations and evaluation. He has published about 50 peer-reviewed studies of care management program outcomes and associated predictive models. 
  • Ian founded Solucia Consulting (now SCIO) in 1998 and was President of the company for 12 years. After leaving SCIO, he led Clinical Outcomes and Analytics at Walgreens. Ian is concurrently a Professor at UCSB.
  • He is the author of Healthcare Risk Adjustment and Predictive Modeling and Managing and Evaluating Healthcare Intervention Programs.
  • Ian has been a member of numerous Boards of Directors including the Massachusetts Health  Insurance Connector Authority and the Society of Actuaries.



  • Tamim is SBA's Lead Data Scientist. His primary responsibilities include academic and professional research and publication, model development, and advanced statistical analysis.
  • Tamim has considerable experience in delivering strategic and tactical business information to the health care and insurance industry in the Commercial, Medicaid and Medicare segments. His in-depth knowledge of health administrative, EMR, clinical, self-reported (HRA) and pharmacy data has driven innovations in methodology for Risk Adjustment, Disease Management, Case Management, Wellness/HRA, Gaps in Care, Preference Sensitive Conditions, Consumer Decision Support tools, alternative bundled payments, and Life Style Management Programs.
  • He has led informatics groups for CIGNA, United Healthcare and Aetna over the last 24+ years; and developed All-Payer Claims Database (APCD) for Connecticut while working in Connecticut’s Health Insurance Exchange.
  • Tamim has a PhD in Econometrics from University of Southern California (USC), Los Angeles, with a MBA in Healthcare Finance from University of Hartford, CT.


Karen Fitzner, PHD

  • Karen Fitzner, PhD, is a researcher and health economist. She conducts applied research and economic analyses on chronic diseases, population health, efficiency, cost saving, and patient safety. 
  • Previously, she taught Health Economics and Microeconomics at DePaul University, Chicago, IL. 
  • As the American Association of Diabetes Educators’ (AADE) Chief Science and Practice Officer, she was the Principal Investigator for grants awarded by industry partners, led research efforts at the Disease Management Association of America, and engaged in research at Harvard School of Public Health. In these roles she has co-authored a number of peer-reviewed papers with Ian Duncan.  
  • Dr. Fitzner co-founded the consulting firm Fiscal Health in Hong Kong and expanded the firm to the US. 
  • Her MSc is from the London School of Economics and Political Science, and Ph.D. in Community Medicine is from the University of Hong Kong.  She is widely published and has presented at several healthcare and economics conferences worldwide. 



  • Janet is a property-casualty Actuarial Consultant with many years experience in Workers' Compensation Insurance and Self Insurance. 
  • She was formerly the CFO of XL Capital (Europe) and the Senior Vice-President and Actuary responsible for reserving and financial reporting at CNA Insurance in Chicago.  
  • ​Janet is now a Visiting Professor at UCSB and sits on the SOA General Insurance Research Committee.



  • Andrew is an Actuarial Consultant and the head of Product Development.
  • His primary job responsibilities include consulting with healthcare providers, payers, researchers, and vendors on managed care finances, experiment design and analysis, program outcomes evaluation, risk assessment, and predictive models for identification and stratification. Andrew often serves as the primary day-to-day contact on many accounts and helps run project and product management for those accounts.
  • During his time as a Chairman's Fellow at Willis Towers Watson, Andrew led the firm's research in consumer choice as it relates to medical plan benefits and private exchanges.
  • Andrew has written publications for The Institute of HealthCare Consumerism, Willis Towers Watson, and sections in the Society of Actuaries.  He has also spoken at CAJPA, the SOA, CPHCC, and the National Predictive Modeling Summit. Andrew's research focus is on behavioral economics, consumer choice, and models for enterprise risk management.



Tim Thornhill

  •  Tim is a Consultant. His primary responsibilities include client and project management, product execution, conducting outcomes analyses and actuarial assessments, and assisting in model development. 
  • Prior to joining SBA, he was an Associate at Willis Towers Watson where he focused on financial/actuarial modeling, project management, strategic development, and client/vendor management. He was also part of the firm's Actuarial/Financial Colleague Development Program, which consisted of a small team that specialized in research and model development for the national Health and Benefits practice. 
  • Tim has a Bachelor's degree in Actuarial Science from UCSB and is progressing on his credentials with the Society of Actuaries. 



  • ​Nhan is a Research Analyst. Her primary job responsibilities include model development and academic and professional research and publication.
  • She is concurrently pursuing her PhD in Statistics and Applied Probability at UCSB with a research emphasis in Biostatistics. ​Most of her projects are related to medical data, CMS risk adjustment, and healthcare predicting modeling. 



  • ​Qimeng is a Data Scientist. His primary job responsibilities include statistical analysis, predictive model development, and product execution.
  • ​Qimeng has a Masters Degree in Applied Statistics from UCSB where some of his related research includes:

    • Indian Diabetes Test Analysis
    • Financial Forecasting of Monthly Sales for Retail and Food Services



  • Grace is a Data Scientist. Her primary job responsibilities include statistical analysis, data mining, and applications of machine learning for research and modeling building purposes.
  • Before joining Santa Barbara Actuaries, Grace worked as a Data Scientist at a couple of healthcare startups. 
  • Grace has a Master's Degree in Applied Statistics from the University of California, Santa Barbara.


Emily Zheng, MS

  • Emily is a Junior Actuarial Consultant. Her primary job responsibilities include assisting with project management, conducting outcomes analysis and actuarial assessments, and product execution. 
  • Before joining Santa Barbara Actuaries, Emily was an Actuarial Analyst on the Medicaid Pricing team at Anthem Blue Cross.
  • Emily has a Master's degree in Actuarial Science from UCSB and is progressing on her credentials with the Society of Actuaries
